How NuPace works: Our approach to complex programme delivery

The leaders who come to NuPace know that complex programmes rarely fail for the reasons that first come to mind.

Some are mid-delivery, carrying more than anticipated and feeling the distance between effort and outcome quietly widening. Others come earlier, while the foundations are still being set, precisely because they know how quickly that distance can grow.

So we start by listening, to the leadership team, to the people doing the work, and to the programme itself. What it is carrying, where the pressure is sitting, what the gap is between the official account and the reality people are actually experiencing. From that picture, a shared view emerges, built with the leadership team, not delivered to them, of what needs to change and in what order.

How we read the health of delivery

Three conditions shape the health of any programme: Clarity of Purpose, Alignment of Supporting Systems, and Momentum towards Outcomes.

Is the purpose holding?

Clarity of Purpose means truly understanding why a programme exists: why it matters, why now, and why this is the right vehicle for that ambition. It sets a clear route to what needs to be achieved and how the options available can shape the journey, underpinned by a compelling case for investment of time, energy and resources.

We want to establish a new manufacturing capability in the UK, but it has to be visible and attractive to both investors and customers. Where do we start?

Is effort converting into outcomes?

Momentum towards outcomes, not outputs, ensures that delivery pace is building toward what actually matters. The work undertaken across a programme’s projects and tasks is connected by a clear thread to the outcomes it needs to achieve, so that progress is real rather than just visible.

We were delivering so much, it looked impressive, but when you stood back, the outputs were not going to add up to achieve the outcomes. We were not focusing enough to move the dial. We needed to start narrowing down uncertainty rather than chasing all the opportunities.

Are the supporting systems aligned to what the programme needs?

Alignment of Supporting Systems ensures that the functions that support and enable delivery are designed with purpose in mind and aligned with the needs of the programme. They include Governance, Assurance, Management of Risk, Stakeholder, Change and Benefits. When established and capable systems are enabled, they support delivery and ensure effort is directed where it needs to go.

We had strong processes: good risk management, solid assurance, regular committees. What we didn't have was these systems aligned to our phase of life, and all pulled together around a shared forward direction. Once they were, our delivery started to move.

The sequence also matters; Clarity of Purpose must hold before systems can be designed and aligned, and those supporting systems need to be running smoothly before delivery momentum can build and be sustained. These lenses tell us where to look when programmes are designed, or when delivery starts to feel heavier than it should, and what it will take to restore it.

How we work together

We work across three levels of engagement, and the right fit depends on where the programme is, what it needs, and how NuPace can best serve it.

Guide is for programmes at a pivotal moment, whether that is early in development or mid-delivery. What we bring is a clear view and a sequenced path forward, built with the leadership team rather than handed to them; while the decisions and execution remain with you. Our job is to make sure the thinking is sound, the right questions have been asked, and the direction is clear. Where it helps, we continue alongside as the team moves into delivery, coaching and prompting rather than directing.

Drive is for programmes where NuPace has worked with the leadership team to identify where change is needed and will take ownership of delivering it. That typically means shaping the improvement agenda alongside the leadership team first, then taking direct responsibility for one or several aspects of the programme, depending on what the situation demands. We design and lead the improvement work directly, working alongside the team rather than handing back a plan for others to execute. When we step back, it is a finished piece of work, not a handover of recommendations.

Some programmes need more than a clear direction or a bounded piece of improvement work. They need an experienced strategic lead working inside the team, someone who can navigate the full complexity of delivery over a sustained period with genuine accountability for outcomes. We work as part of the team, day to day, for as long as the programme needs it, driving delivery and scaling the team’s capability rather than simply adding to its numbers. Where specialist input is needed beyond what NuPace brings directly, we draw on a trusted network of delivery partners whose judgement we can stand behind.

The right level of engagement depends on what the programme needs at any given point. As a programme develops, or as its challenges evolve, the level of NuPace involvement may shift, from Guide to Drive, from Drive to Embed, or back again. What does not change is the commitment: the same depth of experience, the same standards, and the same focus on outcomes at every level.

When it is time to step back

We are here to add value, and we hold ourselves to that honestly. The engagement needs to be working for both sides, and we will always be clear about whether it is.

What we can commit to is that the environment you are delivering in will improve. Where purpose has drifted, where the systems around delivery are absorbing effort rather than converting it, where the work is busy but not connecting to what actually matters, those are conditions we know how to read and know how to change. Programmes that gain clarity on why they exist, whose supporting systems are genuinely aligned to the outcome, and whose effort is visibly building toward the benefit chain, develop a kind of forward momentum that is hard to reverse.
