Overview

In major nuclear programmes, delivery cycles are long and the gap between design and real-world use can span years. By the time a solution is tested in practice, significant investment has already been committed, and getting something wrong at that stage is costly to correct.

An alternative approach had shown early promise through graduate teams solving real problems in short timeframes using hands-on experimentation. The opportunity was to build on that and establish it as a sustained, structured capability across the organisation.

The Challenge

The structure of long-cycle delivery programmes means that real-world testing typically comes late. Extended design processes precede any practical validation, and by the time an idea meets reality, the window to change course without significant cost has usually passed.

In a highly regulated, risk-averse environment, making the case for a different approach required both credibility and care, because getting it right mattered as much as proving it was possible.

Solution Approach

The starting point was understanding what had made the early graduate-led work effective, and what would need to be true for that approach to hold at scale across a complex organisation. What it had demonstrated was that short, intensive cycles of hands-on experimentation could surface and resolve problems that extended design processes were not reaching. The question was how to sustain it at scale without losing the conditions that made it work.

Stuart designed and established the Innovation Centre around that logic, setting the operating model and the standard it would work to. Facilities and tooling were built out, rapid prototyping capability introduced, and safe working practices put in place. Stuart led the relationships across engineering, operations, and workshops that a function like this needed to operate effectively inside a large regulated organisation.

The model ran across three stages. The first focused on finding the right problem: challenges were actively sourced and reframed into functional requirements, with effort spent understanding the underlying need rather than accepting predefined solutions. The second brought diverse teams together for short, intensive delivery cycles, using structured creative methods and rapid prototyping to test and iterate ideas in controlled environments, with multiple iterations possible in a single day. The third validated solutions in representative or full-scale conditions, producing outputs ready for formal adoption and generating the technical evidence needed to support downstream delivery. The principle throughout was proving by doing rather than assuming on paper.

Early results established credibility quickly. A regulatory calibration challenge was resolved in six weeks for approximately £3k, reducing error from around 50% to under 1%, with the solution subsequently deployed across the site. As the function matured, it took on larger programme decisions. On one major project, the Innovation Centre identified a viable alternative to a proposed solution estimated at over £100M with a seven to ten year delivery timeline. The alternative used existing assets, cost significantly less, and enabled earlier operational capability.

Outcome and Impact

Solutions were proven in weeks rather than years, and unviable approaches were identified and stopped before major investment was committed. Where a better route existed, credible lower-cost alternatives were developed and demonstrated in practice.

The Innovation Centre received industry recognition and built lasting internal capability. That it continues to operate more than a decade after its establishment is the clearest measure of what was created.
